Redován Town Council today presented its budget for 2022. The presentation was made by the mayoress, Nely Ruiz and the councillor for Finance, José Nájar. The two councillors have outlined a budget that keeps taxes frozen for this year and increases aid for associations and groups. The budget has an expected income of 6,069,827.14 euros and expenditure of 5,994,827.1 euros, which allows the council to maintain budgetary stability.
The mayoress assured that “this is a realistic budget, which maintains budgetary stability and includes some new expenses, because this year we hope to enter a period of some normality after the pandemic and we wanted to make a budget that marks the recovery, in all senses, of our municipality”. In this sense, the budget includes an increase in items to encourage citizen participation, in Youth and Culture, as well as for festivities or Christmas and neighbourhood activities. “The aim is to minimise the emotional impact of the last two years of the pandemic,” said Ruiz.
On the other hand, the budget also includes items for commercial activity, as well as for the promotion of tourism, with 10,000 euros. “It is worth remembering that for the third consecutive year, the suppression of the fee for occupying the public highway with tables and chairs has been maintained, with the aim of reactivating the local economy,” said the mayoress. Ruiz also stated that “we are also going to increase the amount of each subsidy for local associations, with the intention of promoting the activities of the different groups”.
For his part, the councillor for finance, José Nájar, explained the amounts in the document. He stressed that the budgets are realistic and this is reflected in the downward adjustments to the expected income compared to other years. Thus, in absolute terms, income in chapter I is down by -5.37% to 2,117,967 euros. The forecast for indirect taxes in chapter II is -13.33% with a forecast revenue of around 130,000 euros and taxes -7.87% to 896,981 euros. “We are freezing for another year the taxes for the residents of Redován with the commitment of the Town Hall to help as much as we can to get out of a complicated situation due to the Covid-19 pandemic,” said Nájar, who added that “for the year 2022 we maintain the bonuses for social groups such as pensioners, large families, the unemployed, the disabled and young people”.
With regard to the expenditure forecast, Nájar wanted to highlight the increase in social aid, subsidies to local groups, an increase in the Culture, Youth and Commerce items, as well as stating that “in this financial year 2022 the Town Hall is going to make investments for a total amount of 6,532,107.09 euros, financed through its own funds included in the budget, as well as subsidies from different Administrations”.
Also contemplated, in Sports, is the construction of a paddle tennis court and the repair of two tennis courts, as well as an investment of more than 15,000 euros in improvements to the football pitch, and the contribution of more than 27,000 euros for the construction of a new 7-a-side football pitch of which the Diputación de Alicante will cover the rest. In Infrastructures and the Environment, work will be carried out in the municipal area of the Sierra, as well as the signposting of public roads and the paving of the Town Hall square. Investments are also envisaged for the renovation of the drinking water network, the refurbishment of the gymnasium and the public centre for the elderly, as well as the extension of the cemetery. “We have many projects currently underway and others that we want to be a reality as soon as possible, so we will continue in this line of continuing to improve Redován day by day,” said the mayor of Finance.

Redován Town Council is calling for the cancellation of the Vega Baja Territorial Action Plan as proposed by the Generalitat Valenciana. This document, which sets out the future development of the region, cancels, in the case of Redován, the development of two residential sectors and one industrial sector totalling 232,500.70 square metres. The allegation presented by the Redován Town Council revolves around these developments which, according to the PAT, would once again be considered as green infrastructure, and the damage this would mean for the municipal coffers. The councillor for Town Planning, José Nájar, has put the loss of investment in the municipality at more than 195 million euros “taking into account that, according to the Valencian Institute of Building, the average cost of construction is 720 euros per square metre and 120 euros per square metre for the cost of urbanisation, if we multiply the square metres that would no longer be developed by the 840 euros cost per square metre, the investment lost is 195,300,588 euros”.
This, in turn, has a direct impact on public finances which, as reflected in the allegation, “has not been taken into account”, the councillor points out. The loss of income from IBI, IAE, IVTM, ICIO, IVTNU and taxes would amount to 1,145 euros per inhabitant per year, so that if the 1,931 homes planned in the two residential sectors are no longer built, and taking into account an average of 2.5 people per home, the municipal coffers will not receive 5.2 million euros each year. “The PAT does not foresee the socio-economic impact it will have on the municipalities, so we consider that this alone is sufficient reason for its annulment,” Nájar points out. The municipal official adds that the local administrations “are faced with a huge problem, as the economic consequences of the TAP have not been evaluated and, therefore, we will not be able to make a forecast of future growth”.
From the Redován government team “we want the particularities of the Vega Baja in general and those of Redován in particular to be taken into account”. In Nájar’s opinion, it is necessary to plan for the future, but it is necessary to articulate “the growth of each municipality together with that of the rest of the region, to achieve a structured territory through the infrastructure we need (water, roads, etc.) and which is not reflected in the PAT”. The Town Council considers that, given that the urban development sectors that are to be extinguished for their integration as green infrastructure are developed in accordance with the regulations in the General Urban Development Plan, “the PAT does not provide sufficient reasons for their declassification”.

The Plenary of the Redován Town Council has unanimously approved the suspension of the terrace tax for bars, restaurants and cafes in the town for this year. This is the third consecutive year that this measure has been adopted, with which, as the Councillor for Finance, José Nájar, explains, “we intend to support the hospitality sector which has been and is one of the most affected by the pandemic”.
The councillor adds that in 2022 “there is no longer as much economic aid as in previous years, so from the Redován Town Council we have considered continuing with the suspension of the fees for the terraces to, in some way, promote their installation and encourage citizens to consume in them so that the benefits stay in our municipality”. In this way, the Plenary gave the go-ahead to the modification of the Tax Ordinance Regulating the Tax on the Occupation of Local Public Use Land with tables, chairs, grandstands and tables for lucrative purposes.
Among other things, during the plenary session held last Thursday, the Equality Plan of the Redován Town Council was also approved, as well as the change of name of José María Pemán Street, which will now be called Adolfo Suárez Street.

The Plaza Miguel Hernández in Redován will be the epicentre of the IX meeting of classic bicycles organised every year by the Asociación La Carbonilla. The event will take place on Sunday 3 April at 8.30 am and those interested in taking part should note that they must wear vintage clothing and bring a classic bicycle.
The event is organised by Redován Town Council, Orihuela Town Council and the La Carbonilla Association of Classic and Historic Vehicles. The Councillor for Culture of the Redován Town Hall, Clara Ezcurra, and the president of La Carbonilla, Miguel Terol, were responsible for detailing how this activity, which has already become a classic, will take place at a press conference which was attended by Dominique Giménez from the Orihuela Council for Culture and Jose Escorza Gil, a member of the board of directors of La Carbonilla.
Clara Ezcurra explained the itinerary, “which will start from the Plaza Miguel Hernández and pass through El Escorratel, Puente Alto, Media Legua, Arco de Santo Domingo in Orihuela, where we will also stop at the murals of San Isidro, and from there, return to Redován. The Encuentro Comarcal de Bicicletas Clásicas ‘Villa de Redován’ will have the participation of the associations Las Galgas de Yecla, the Agrupación Huertana del Bajo Segura de Almoradí, Los Cuadrillicos de Santomera, the Concejalía de Cultura de Orihuela, as well as the collaboration of the Caja Rural Central and Bodegas Agustín Pomares. “We want to encourage our neighbours, as well as other bicycle lovers to join this activity, which covers one of the most precious heritages of the Vega Baja,” explained Ezcurra.
For his part, the president of La Carbonilla, Miguel Terol, recalled that to participate “it is necessary to do so with period clothing and items”, so he has encouraged those who want to make the journey to prepare their old bikes “to enjoy a morning that will be very pleasant riding along the traditional paths of our orchard. The recommended attire for this event is typical huerta clothing, trousers or a pleated skirt, breeches, shirt or waistcoat, among other garments that are stored in the wardrobes.

Redován welcomes this Friday a new edition of the Poet’s Path. This year the IVAJ repeats the virtual edition, that is to say, it will be possible to follow through the website of the Valencian Youth Institute the events of the municipalities in which this hernandiano path makes a stop, and the first, after the departure in Orihuela, is in Redován, the birthplace of the father of the universal poet. The Redován Town Council, through the Youth and Education Departments, has prepared an event which will take place at 11.30 am in the Plaza de la Paz to which, as councillor Rebeca Martínez Rufete points out, “we invite the people of Redován who wish to attend, as there will be no walkers but we can count on the public in a large place where you can keep a safe distance, as is the Plaza de la Paz”.
The councillor explained that this event will include the participation of students from Sagrados Corazones School, who will perform a song and recite poetry in memory of Miguel Hernandez, whose death is commemorated on the 80th anniversary on March 28th. This will be followed by the appointment of Senderista de Honor 2020, a title that could not be awarded due to COVID-19 and that will be given this year to Antonio Hurtado Martínez. The Rambler of Honour will receive a commemorative plaque and the document with the agreement of the Plenary on his appointment.
“We regret not being able to return to normality and welcome the walkers to our town, but we hope that this edition of the Poet’s Path can be followed by many people through the IVAJ website and that they can enjoy the event we have prepared,” said Martínez. The councillor encouraged the people of Redován to come and enjoy the spirit of the path again “and to open their mouths for next year, when we will recover the total normality of an event that is a reference throughout Spain, of which Redován is a part”.

The councillor for Town Planning at Redován Town Hall, José Nájar, today gave a press conference detailing the Flood Prevention Plan for the municipality, which was approved by the Town Council last November. This document is the central theme of a Spokesmen’s Meeting that was also held today in the Consistory redovanense with the assistance of the technical drafters of the plan, both external and municipal, to explain the detail to all parties with municipal representation. “From the government team we want all the citizens of Redován can also know it, since it is the document that will serve us in the coming years as a guide to carry out a series of actions, ten in total, to avoid problems in our streets when there are episodes of torrential rains,” said the councillor.
The plan details the problems that exist in Redován in the event of heavy rainfall and establishes a series of solutions to be implemented. The first two will be paid for with the funds that the Generalitat’s Plan Vega Renhace has made available to the local councils in the region, 400,000 euros with which two actions will be carried out. One of them will be in the Plaza Pablo VI, so that an underground tank can be reused as an urban drainage system, in addition to redeveloping the green area on the surface. The second action involves a landscaping intervention in the Ermita area, continuing with those that have been carried out previously, which will restore vegetation to the area known as La Pinada, which has historically been affected by flooding.
The total amount of the Flood Master Plan exceeds 22 million euros, “so we must be aware that it is a roadmap that we hope can be implemented in the long term,” said Nájar. The town planning councillor explained that the Town Hall is going to apply for all possible aid to obtain the necessary funds to move forward as soon as possible, and has indicated that the next source of funding may be the European Union, “which has another call for proposals underway in which we can opt to obtain another 400,000 euros”.
For Nájar, this plan is important “insofar as it detects the problems we have and provides solutions to them”. According to the document, in the event of heavy rains, Redován receives water from seven ravines in the mountains that pour directly into the town centre; an eighth that isolates the Barrio San Carlos from the town centre in the event of not excessively heavy rains; various runoffs that pour into both the Barrio del Rincón and Barrio San Carlos, and the water flows that come from the Rambla de Abanilla and its forks (Rambla Redován and Rambla Culebra).
The actions proposed, in addition to those already indicated in Pablo VI and in the area of La Ermita, include the installation of drainage systems in the Acequia Mayor; extension of the drainage network in the town centre, the construction of a storm tank in a municipal green area; extension of the drainage network in the road connecting the town centre and the San Carlos neighbourhood and extension of the drains in San Carlos; drainage systems in the area of El Cabezo; sensorisation and action in the ravines that affect the urban area.
Nájar insisted that this is a guide for actions that will have to be carried out in the coming years based on the funds available. He recalled that this plan is being implemented with some of the problems we had in Redován in the process of being solved, as in the case of the Barrio María Ros, where the Provincial Council of Alicante is carrying out work to prevent flooding in the streets. The intention is to opt for all the aid that is made available to us by all the institutions”.
